Richard joined Elevate as a Vice President in April 2025 and supports and manages multiple clients across the firm’s diverse portfolio. With experience in transportation, energy, and technology policy, he couples subject-matter expertise with a proven track record of advocacy and engagement across the federal government.
Richard previously worked with Elevate from 2020 to 2022. Prior to returning to Elevate, he worked on the Congressional Affairs team at Amtrak, representing the railroad before the U.S. House of Representatives. During his earlier tenure at Elevate, he was a Senior Associate, supporting clients in the transportation and energy sectors. He previously worked as a researcher at the National Academy of Public Administration, where he managed public administration and public policy studies commissioned by Congress, the Executive Branch, and the private sector on a variety of topics, including the development of a civilian commercial space office at the Department of Commerce. Richard began his career by interning in the Office of Congressman Eliot Engel (D-NY), where he worked on foreign policy and energy issues.
Richard is originally from Brooklyn, New York. He holds a Bachelor of Arts in International Relations and Anthropology from the State University of New York at New Paltz.
